Thus, the ILPS, its Commission No.16 and its member-organizations concerned with migrants and refugees have consistently acted to bring about the founding of the IMA in Hongkong and the holding of the First IAMR in Manila last year and now the Second IAMR.&lt;br /&gt;&lt;br /&gt;As in your previous assembly, you confront the government-led Global Forum on Migration and Development (GFMD) and the Civil Society Organizations (CSO) meeting. You continue to expose migration as the result and furtherance of super-exploitation and underdevelopment in impoverished countries and you oppose the prettification of migration as an instrument of development under the auspices of the US-dictated policy of “neoliberal globalization”.&lt;br /&gt;&lt;br /&gt;It is necessary to present the worsening situation of the migrant workers and refugees and to underscore the issues arising from their plight and just demand for the respect and promotion of their rights and welfare and for the protection of the most vulnerable among them, the undocumented migrant workers and refugees.&lt;br /&gt;&lt;br /&gt;We welcome and endorse the theme of your assembly, “Uphold and advance the rights of migrants and refugees against exploitation, war and discriminatory laws, amidst the global economic crisis! Oppose “Fortress Europe” and the EU Return Directive! We are confident that with determination and hard work you can accomplish all the objectives of the assembly.&lt;br /&gt;&lt;br /&gt;In bringing to the fore the urgent issues and challenges facing migrants and refugees all over the world, you must take the anti-imperialist and democratic line in laying bare the exploitativeness and oppressiveness of the world capitalist system and in setting forth your tasks.&lt;br /&gt;&lt;br /&gt;Greed, plunder, deceit and violence characterize the entire history of capitalism and monopoly capitalism and are on the rampage with flimsy disguise in the current global economic crisis, the worst since the Great Depression. You must consider the impact of this crisis on migrants and on the women migrant workers.&lt;br /&gt;&lt;br /&gt;The odds against them are tremendous and greater challenges are ahead because the crisis is sure to worsen further. The migrants, refugees and their advocates must be prepared for greater struggles ahead. The imperialist powers headed by the US have failed to solve the crisis but have instead aggravated it by using public money to bail out and raise the profits of the banks and the big corporations but not to revive the real economy and improve the employment situation. The recovery touted by the imperialists has been aptly called jobless recovery.&lt;br /&gt;&lt;br /&gt;Labor rights, especially those of migrant labor, have been eroded and will continue to be eroded. Relations of migrants with unions and social movements are being assailed. The rights of refugees are being violated and their plight is worsening. The undocumented migrant workers are being criminalized in “Fortress Europe”. The monopoly bourgeoisie is unleashing their special operatives to whip up racism, discrimination, xenophobia and fascism. These evil trends are emboldened under the US-directed global war of terror. State repression and fascist attacks are on the rise.&lt;br /&gt;&lt;br /&gt;The GFMD is a tool of monopoly capitalist deception. It is staged by the imperialist states and their puppet states to glorify the exploitation of migrant labor and the practice of modern slavery. These so-called receiving and sending states persist in peddling the myth of “free market” globalization and subject the working people and the unemployed intelligentsia to conditions that compel them to migrate, cheapen their labor and deprive them of their rights so as to permit their utmost exploitation.&lt;br /&gt;&lt;br /&gt;The global phenomenon of large-scale displacement of people, migrant workers and refugees is a recurrence, extension and magnification of the dispossession and displacement of people in the primitive accumulation of capital in the history of capitalism but this time without the possibility of the underdeveloped countries developing into industrialized ones.&lt;br /&gt;&lt;br /&gt;In previous decades, the earnings of the migrant workers have been used merely to cover trade deficits and support government and private consumption spending in the puppet states and fuel profit making by foreign and comprador corporations. In the current crisis, the migrant workers are worse off as they are being laid off, receive less real income, are further discriminated against and scapegoated for the crisis of the monopoly capitalist system and the rising unemployment and worsening conditions of the host people.&lt;br /&gt;&lt;br /&gt;After benefiting for so long from the labor of migrants and refugees, the European Union is imposing a growing number of draconian laws and measures against them. The most notorious of these is the EU Return Directive. In this regard, you must challenge the claims of the EU to being an open and humanist society.&lt;br /&gt;&lt;br /&gt;It is an urgent task for you to expand and strengthen the International Migrants Alliance (IMA) as a militant and progressive alliance of organizations of migrants and refugees, and advocates of migrants rights. You must struggle for the political empowerment of the migrants and refugees. They must participate in confronting and overcoming policies and practices inimical to them.&lt;br /&gt;&lt;br /&gt;You must develop a broad international advocacy network that will continuously hold states and official multilateral bodies accountable for problems, issues and concerns affecting migrants and refugees. You must be critical of the policies and actions of the United Nations and other international official bodies that are contrary to or fail to uphold and advance the rights and welfare of migrants and refugees.&lt;br /&gt;&lt;br /&gt;You must adopt and carry out a program of action and campaigns around general and specific issues on migrants rights and welfare. You must draw lessons from your experience and build on successful campaigns for the rights and welfare of migrants and refugees. You must develop an educational program of action to increase your capabilities to arouse, organize and mobilize migrants, refugees and advocates.&lt;br /&gt;&lt;br /&gt;We stand with you and support you in defending and advancing the democratic and basic human rights of migrants and refugees, in opposing GFMD and the malevolent forces behind it, in fighting for national development against foreign exploitation, unemployment and poverty, in demanding the creation of jobs at home and the end of forced migration and in resisting the EU Return Directive and all other oppressive laws.&lt;br /&gt;&lt;br /&gt;We are with you in calling for the revival of the real economy through full employment and better incomes of the working people and not through the mere bailout of the banks and giant corporations, in rallying the migrants, advocates and all working people against oppression and exploitation and in building the people's international solidarity against the imperialist system and its rapacious policy of “neoliberal globalization”.&lt;br /&gt;&lt;br /&gt;We are confident that the plenary discussions, workshops, street mobilizations, bazaar, cultural solidarity activities, networking and most especially sharing of experiences and action plans during Second IAMR will be enlightening, instructive and enjoyable for the migrants, refugees and advocates in attendance. The exact time and venues of these side events will be announced during  the opening plenary of our assembly.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;&lt;b&gt;*ICB-IMA Meeting&lt;/b&gt;&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;The members of the ICB  of the IMA are scheduled to convene in a meeting on October 31 (from  10am-6pm), Saturday, in Athens. The venue will be the office of Class  March in the center of Athens. All ICB members will go to the venue  together from their hotel accompanied by the IAMR2 secretariat staff.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;All ICB members are  thus, requested to arrive in Athens on October 30. Go to the right side of the Parliament building where  you will see the bus stop. Buy first a bus ticket. It costs only 1 euro  (the bus ticket is valid for one hour from the time you stamp it in  the orange machines inside buses – you only stamp a bus ticket once).  Take Bus No. 11. Get off at the bus stop in front of the Athens University  of Economics and Business (76 Patission street or also known as 28 Oktubre  street). Patission is a big street. To know where you have to get off,  as the bus rides through Patission, you will pass by the big campus  of the Polytechnic University of Athens, and then beside it the National  Archeological Museum, then the bus will pass along a big intersection  called Alexandras Avenue. As soon as you see this intersection, press  the STOP button, and get off where the bus stops (in front of the Athens  University of Economics and Business).  &lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;Cross to the other side  of the street from where you got off from the bus. The major shopping street can be found  in the Syntagma area, where the world-famous Acropolis is just literally  a stone's throw away. The Plaka area is a tourist haven for souvenirs.  Apart from the usual commercial shopping stores, you can also find the  famous Athens flea market and semi-precious stones district, in this  area. The big Athens wet market can be found along Athinas avenue (walking  distance from Syntagma)&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;Small grocery stores  are open from 10am to 8pm. There are no convenient stores in Athens  (open 24 hours). &lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;Getting around the City:&lt;/span&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;All areas of Athens  are easily accessible via public transport (normal buses, trolley buses  and Metro). A transport ticket is valid for one hour of travel upon  being stamped. It can be bought at any cigarette or news stand for 1  euro. Upon entering a bus or Metro, you must first stamp your ticket  in the stamping machines (orange color). You only stamp once until the  validity of your ticket expires.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;&lt;b&gt;XI Safety and Security&lt;/b&gt;&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;For your own safety,  inform a member of the IAMR2 secretariat of your whereabouts, if you  are not within the premises of the IAMR2 venue or if you are going out  at night during the duration of the assembly.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;The City of Athens is  basically a safe city. But like other big cities, it has its share of  security problems. When touring the city it is best to be in a pair  or group of three or more.  Pickpockets could be anywhere.&lt;/span&gt;&lt;br /&gt;&lt;/p&gt; &lt;p&gt;&lt;span style="font-family:Franklin Gothic Medium;font-size:100%;"&gt;When walking with a  handbag, always wear it over your shoulder, to prevent snatchers from  grabbing it (especially in some areas in Athens). As much as possible,  try to avoid the OMONIA SQUARE area, especially in the evening.   There are many reported snatchings in the area, and public disturbance  commonly occur. This is also a hangout for drug addicts, drug dealers  and prostitutes. GÖÇMEN VE MÜLTECİLER ENTERNASYONAL KURULTAYI(GMEK)&lt;br /&gt;Atina, Yunanistan&lt;br /&gt;1-4 Kasım, 2009&lt;br /&gt;&lt;br /&gt;Değerli göçmenler, mülteciler, onların savunucuları ve dostları,&lt;br /&gt;&lt;br /&gt;Sizleri bir kez daha, 1-4 Kasım 2009 tarihinde Atinada gerçekleşecek olan 2. Göçmenler ve Mülteciler Enternasyonal Kurultayına davet ediyoruz. Kurultayımız,  ilki Ekim 2008 Manila, Filipinler de olduğu gibi militan bir gelenekle gerçekleştirilmelidir.&lt;br /&gt;&lt;br /&gt;Bizim kurultayımız hükümetler tarafından öncülük edilen ve 4-5 Kasım 2009 tarihinde Atina da  üçüncüsü gerçekleştirilecek olan Göçmenlik ve Kalkinma üzerine Global Foruma alternatif olmalıdır.&lt;br /&gt;&lt;br /&gt;2. Kurultaydaki amaçlarımız&lt;br /&gt;&lt;br /&gt;1)     Özellikle Büyük Bunalım döneminden sonra yaşanan en büyük kriz ile yüzleştiğimiz bir dönemde Göçmenler ve mültecilerin yaşadığı sorunları gündeme getirmek ve bu noktada ilerici bir pozisyonda yer almak,&lt;br /&gt;&lt;br /&gt;2)     Göçmenlik ve Gelişim üzerine Global Forumun gindeminde yer alan önemli konular üzerinde tartışmak, analizler yapmak ve bu konularda dogru bir pozisyonda yer almak ve bunun platformlarını yaratmak,&lt;br /&gt;&lt;br /&gt;3)     Göçmenlere ve mültecilere karşı giderek artan bir şekilde haklarını hiçe sayan kanun ve önlemleri uygulamaya koyan  AB’ nin açık ve insancıl bir toplum olma iddiasını teşhir etmek.&lt;br /&gt;&lt;br /&gt;4)     Enternasyonal Göçmenler  Birliğini (IMA)  göçmen ve mültecilerin haklarını savunan,  militan ve ilerici bir kurum olarak güçlendirmek ve genişletemek.&lt;br /&gt;&lt;br /&gt;5)     Göçmen ve mültecilerin hakları konusunda uluslararası alanda geniş bir network oluşturarak devletler ve çeşitli kurumlarla sürekli bağlantı içinde olmak.&lt;br /&gt;&lt;br /&gt;6)     Göçmen ve mültecilerin hakları ve refahı noktasında genel veya spesifik konular özgülünde kampanyalar ve hareket planları oluşturmak,&lt;br /&gt;&lt;br /&gt;Kurultayın teması şu şekilde olacaktır; Global Ekonomik Kriz Ortamında Sömürü, Savaş ve Ayrımcı Yasalara Karşı Göçmenlerin ve Mültecilerin Haklarına Sahip Çık ve Daha İleri Taşı. Avrupa Kalesi’ne ve AB Geri Dönüş Direktifine Karşı Çık!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;İlkinde olduğu gibi Atinada gerçekleşecek bu kurultayımızda çeşitli kurumların ortak çabası ile hazırlanmaktadır. Bu kurumlar Enternasyonal Göçmenler Birliği(IMA), Asya Pasifik Göçmenler Heyeti, IBON Uluslararsı, Sınıf Yürüyüşü(Yunanistan), Mıgrante Avrupa and ATİK Almanya.  IMA, yüzden fazla göçmen işçi, mülteci ve yerinden edilmiş halkların örgütlülüğünün ilk defa bir araya geldiği bir birlikteliktir.&lt;br /&gt; &lt;br /&gt;Enternasyonal kurultayımız geniş katılımlı ve panel tarzı tartışmaları, calışma atölyelerini, yönetim kurulu toplantılarını, dayanışma- kültür gecelerini ve  kitle eylemliliklerini kapsayacaktır.&lt;br /&gt;&lt;br /&gt;Barınma, konferans materyalleri, yiyecek ve eylemlilik masraflarına katkı amaçlı her katılımcıdan 150 Euro kayıt ücreti alınacaktır.&lt;br /&gt;&lt;br /&gt;GMEK Atina sekreterliği sizlere en kısa zamanda daha ayrıntılı bilgi gönderecktir. Göcmenlik ve Kalkınma Küresel Forumu (GKKF)&lt;br /&gt;     Global Forum Migrants and Devolepment (GFMD)&lt;br /&gt;&lt;br /&gt;sürecine karşı/alternatif,&lt;br /&gt;&lt;br /&gt;2. Göçmenler ve Mülteciler Enternasyonal Kurultayı (GMEK)&lt;br /&gt; International Assembly Migrants and Refugees –(IAMR)&lt;br /&gt;&lt;br /&gt;-TASLAK YAZISI-&lt;br /&gt;&lt;br /&gt;Giriş:&lt;br /&gt;&lt;br /&gt;Birleşmiş Milletler himayesindeki 3. Göç ve Kalkınma Küresel Forumu (GFMD) 1-4 Kasım 2009 tarihlerinde Atina-Yunanistan’da gerçekleşecek.  Birincisi Temmuz 2007’de Brüksel-Belçika’da ve ikincisi ise Aralık 2008’de Manila-Filipinler’de olmuştu.  &lt;br /&gt;&lt;br /&gt;Atina’da olacak 3. GFMD’yi özellikle iki şey önemli/farklı kılmaktadır. İlki, 1929 ‘Büyük Bunalım’ından sonra, uluslararası ekonominin yeniden  içine girdiği büyük bir küresel kriz sürecinde, bu buluşmanın yapılıyor olması.  İkincisi ise, 2010 başında uygulanacak olan ayrımcı AB Dönüş Direktifleri Yasası bağlamında, milyonlarca kağıtsız-dökümansız göçmene yönelik giderek daha düşmanca ve tehlikeli haller alan bir ortamda, göçmen kitleleri güvencesiz bir gelecek beklerken bu zirvenin yapılıyor olması.&lt;br /&gt;&lt;br /&gt;İstisnasız her ülke bu küresel mali ve maddi krizden çok etkilenecektir. Fakat en kötü etkilenecekleri beklenilen Asya, Afrika ve Latin Amerika’nın bağımlı ülkelerin halkları ve bunların yanında Kuzey Amerika, Japonya ve Avrupa’nın sanayileşmiş ülkelerinde yaşayan emekçiler ve göçmen işçiler olacaktir.&lt;br /&gt;&lt;br /&gt;Şimdiki kriz patlak vermeden önce, tüm ülkelerin işçi sınıfı son 30 yıldır  haklarına yapılan topyekun saldırılar sonucu geçim mağdurları olmuşlardı. Emekçi kitleler, maaşların sistemli düşürülmesi, toplu çıkışlar, iş güvenliliğinin yok edilmesi, sendikal haklara yönelik gasplar, sağlık haklarının kaybedilmesi gibi uygulamalara tabi tutulmuşlar ve krizlerin suçlusu olarak gösterilmişlerdir.  Diger yandan, krizin faturası ve suçu dünya işçi sınıfının sırtına yüklenirken, hükümetler dizginsiz  harcamalar sayesinde, krizin gerçek yaratıcısı olan büyük kapitalislere halkın paralarını adeta kefalet olarak sunmaktalar. &lt;br /&gt;&lt;br /&gt;90’lı yillarda, ‘serbest piyasa küreselleşmesi’ bayrağı altında, küresel ekonominin gelişmesinin paradigmasi olarak hizmet eden ‘Washington Konsenüs’ü (WC) şimdi en  ciddi sorgulanmaya tabi tutulmakta ve en saşmaz savunuculuarı olan devletler tarafından dahi rutin bir şekilde pekal kenara atılabilmektedir. Devlet tarafından ekonomiye ‘asgari müdahele’, ‘rahatca ve geniş çaplı müdahale’ye yerini bırakmıştır yeniden. “Piyasanin kendini düzenleyebilmesi’ne olan kör inanc yerle yeksan olmustur.&lt;br /&gt;&lt;br /&gt;Devlet tarafından ekonomiye bu geniş çaplı müdahale, başka bir ifadeyle, işçilerin sırtından yeniden sermaye birikimidir. İster neo-liberal ‘serbest piyasa’ politikaları sayesinde, isterse  ekonomiye devletsel  müdahale denılen neo-keynesyen politikalar adı altında olsun, her iki koşulda da işçi sınıfı ve ezilen  dünya halkları somürünün mağdurlarıdır.&lt;br /&gt;&lt;br /&gt;Küresel kriz Asya, Latin Amerika ve Afrika’nın göç veren ülkeleri için çifte bir darbedir.  İhracat pazarlarını ve yabancı yatırımcıları kaybetmenin yanısıra göç veren ülkeler, göçmenler sazesinde kendi ülkelerine gönderilen havalele meblağlarındaki ciddi düşüşten çok çekeceklerdir.  Çünkü bir çok göç veren ülke için doviz kazancı en büyük gelir kaynağıdır. En çok göç veren ülkeler, ekonomilerini ayakta tutabilmek için dışardan gelen havalelere yüksek derecede bağımlıdırlar. &lt;br /&gt;Diğer yandan ise göç alan ülkeler, vasıflı ve vasıfsız  göçmen işçilerden ucuz isgücü tedarik ederek bu durumdan gelişme döneminde istifade etmekteler.  Şu anki kuresel kriz sürecinde, göç alan ülkelerde toplu çıkışlar olacağı zaman, ilk işten çıkarılacaklar içinde büyük çoğunluğu göçmen işçiler oluşturmaktadır.&lt;br /&gt;&lt;br /&gt;Dünya çapında göçmenlerin geldikleri ülkelere gönderdikleri havale tutarları inanılmaz bir hızla büyümüştür. Dünya Bankası’na göre, bu havalelerdeki artış, Resmi Kalkınma Yardımı (ODA) ‘nın ve Yabancı Dolaysız Yatırım’ın (FDI)  gelişimini çoktan geçmiştir.  Bundan dolayi, bir çok devletin bu pastanın dilimilerinde gözlerinin olması anlaşılır bir durumdur.&lt;br /&gt;&lt;br /&gt;DB son raporuna göre, toplam havale miktarları Dünya’ca 2007 yılında %7 artarak 318  Trilyon Amerikan Doları’na ulaşmıştır. Ve bunun 240  Trilyon gelişmiş ülkelere gitmiştir.  Havale alan ülkelerin başını 27 Trilyon Amerikan Doları ile Hindistan çekmekte, Çin 25.7 Trilyon ile ikinci sırada, sonra 25 Trilyon ile Mexico ve 17 Trilyon ile Filipinler takip etmektedir.&lt;br /&gt;&lt;br /&gt;2007 de Latin Amerika ve Karayiplarde, havaleler 65.5 Trilyon’a ulaşmıştır. Avrupa ve ABD’de bulunan Nijeryalıların göndermiş oldugu havaleler, 2007 yılında 3.3 Trilyon Dolar Afrika’ya, ozellikle de Nijeryaya girmiştir. Kenya 1.3 Trilyon Dolar ile, Afrika’ya gonderilen toplam havalelerde ikinci sırayı almakta almaktadır. Sudan, 1.2 Trilyon, Senegal ve Uganda 0.9 Milyon ve Güney Afrika ise 0.7 Milyon Dolar havale almıştır.&lt;br /&gt;&lt;br /&gt;Göç ve “Kalkınma”&lt;br /&gt;&lt;br /&gt;Göç veren ülkelerin çoğunluğu, Asya, Africa ve Latin Amerika’ya dahil sanayileşememiş, ekonomik olark geri ve  tarımsal gelirleri ağırlıkta olan ülkelerdir. Bu ülkelerin şehirleri ve kırsal alanları işsizlerin ve fakir insanlarin kitlesel olduğu alanlardır. Bu ülkeler önce doğrudan sömürge kurbanları iken, sonraları da, “gelişmis” dunyayı oluşturan Batılı Kapitalist Devletlerin dolaylı  yeni-sömurgeci egemenliğinin kurbanları olmuşlardır. Yine bu ülkerler sömurge ve yeni- sömurge hakimiyeti altında hala somürülmekteler ve bu sömürü sistemi bahsi geçen devletlerin ‘azgelişmişliğinin’ asıl ve tarihsel sebebidir.&lt;br /&gt;&lt;br /&gt;Bu tarihsel haksızlıktan, sömürüden kaynaklı olarak, Kuzey Amerika, Japonya ve Avrupa’nın sanayileşmis  ülkelerde bu gelişmesi engellenmiş ülke insanlarının iş arama amaçlı yaşadıkları zorunlu göç fenomeni de yine bu ekonomik ‘azgelismisligin’ bir dolaysız sonucudur. Ekonomik güçlü ülkeler tarafından, bölgesel veya küresel pazar hakimiyetini sürdürmek için dayatılan, kışkırtılan savaşlardan dolayı yüksek sayıda bir mülteci kitlesi oluşmaktadır. Almanya’da uluslararası göçmen ve mülteci ağının kullandığı çarpıcı bir slogan bunu çok iyi bir sekilde ifade etmektedir: “Ülkelerimizi yok ettiğiniz için buradayız”&lt;br /&gt;&lt;br /&gt;Sefaletin vurduğu yarı-sömürge ülklerde zorunlu göç sorununa temel çözüm tümden  gelişme’dir.  Bu gelişme esas olarak öz güce, yerel ve insan kaynaklarına dayanan bağımsız bir gelişme olmalıdır. Sömüren ülkelerden gelen dış yardımlar sadece ek olmalı ve tarihsel borcun zorunlu bir ödemesi olarak kabul edilmelidir.&lt;br /&gt;&lt;br /&gt;Böylesi bir gelişme sadece şimdiki dünya düzeninin radikal ve kökten bir şekilde değişmesiyle olabilir ancak. Sömürülen ve sömüren ülkeler arasındaki eşitsizliği sürdüren politik, ekonomik bütün ilişkileri pekiştiren verili uluslararası yapılanmanın temelden sökülüp atılması gerekmektedir.&lt;br /&gt;Bu sistemde böylesi radikal değisikliğin eşigindeyken, ezilen ve somürülen göçmen ve mültecilerin demokratik örgütleri, diger toplumsal alanlardaki meşru haklar için de mücadele etmeli ve  dünya düzenindeki bu kaçınılmaz değisikligi gerçekleştirebilecek  toplumsal (f)aktörleri güçlendirmek için geniş emek cephesiyle birlikte çalışılmalı ve örgütlenmelidir. &lt;br /&gt;GFMD Süreci&lt;br /&gt;&lt;br /&gt;GFMD kendisini  “Kayıtdışı, çok taraflı, devletler tarafından yönlendirilen çok paydaşlı bir “süreç” olarak açıklıyor. Resmi belgelerde şöyle ifadelendiriliyor: “Göç ve kalkınma arasındaki karşılıklı çıkar ilişkisini geliştirmek için pratik ve  ve olası yolların bulunup  güçlendirilmesi”.&lt;br /&gt;Sözde ‘İsleyis Yöntemeleri’nde, GFMD müzakerelerinin Chatham House Rule tarafından korundugunu söylenmektedir. Açıkcası, bu müzakereler tamamen büyük bir gizlilik içinde saklıdır. Bahsi geçen ‘İsleyis Yöntemleri’nin 7 nolu formulasyonunda, sivil toplum örgütlerinin katılımı şu şekilde açıklanıyor: “Sivil toplum katılımını sağlamak için, NGO’lar (Hümümet Dışı Organizasyonlar) dahil olmak üzere, uygun ve gerekli düzenlemeler yapılacaktır”.&lt;br /&gt;&lt;br /&gt;IMA olarak GFMD ile olan ilk iki tecrübemiz en kötü korkularımızı doğrulamıştır. GFMD sadece devletler inisiyatifinde olan ve sonuç olarak tüm bu süreçte en önemli işlevi halkın sırtından ve kapalı kapılar ardında devletler arası çıkarlar için yapılan anlaşmalardan başka bir şey değildir. Manila’da Sivil Toplum Örgütleri ile, halkın sırtından yapılan anlaşmalar ve sözleşmeleri süslemek için göz boyamacı medyatik görüşmeler yapılmıştır o kadar.&lt;br /&gt;Manila’daki 2. GFMD buluşmasıyla,  eşzamanlı organize edilen 1. Göçmenler ve Mülteciler Enternasyonal Kurultayı (IAMR)  kendisini resmi yaptırımı olan Sivil Toplum Örgütleri Forumundan,  göçmen ve mültecilerin gercek sesi ve temsilcisi olarak ayrıştırmıştır. 1. IAMR’ın bütün  katılımcıları göçmen ve mültecilerin dünya çapındaki öz örgütlenmeleri olarak temsil ediliyorlardı. İkincil ve destekleyici rol oynamak üzere göçmen haklarının savunucuları da katılmışlardı. IAMR, 1. Kurultayında, “göçmenler gerçekten kendi adlarına konuştular” diyebiliriz.  Devletler forumu GFMD ve resmi yaptırıma maruz olan Sivil Toplum Örgütlerinin Forumu da güya “göçmenler adına konuştuklarını” idda etmişlerdi.&lt;br /&gt;&lt;br /&gt;IAMR katılımcıları, GFMD sürecine dahil devletler tarafından kalkınma iddialarının öne sürülmesine, hem göç veren hem de göç alan ulkelerle ilgili resmi politikalara karşı alternatif/eleştirel bir duruş sergilemiştir.&lt;br /&gt;&lt;br /&gt;Kalkınmanın,  kalkınma sözünü bir türlü tutamayan ve hatta bir bağımlı ülkelerin ekonomilerini batıran bu neo-liberal paradigmaya karşı cepheden eleştirel bir duruş sergilemiştir. Ticari liberalleşme yerel sanayileri yıkıma götürmüştür.  Ticari liberalleşme, kapitalist-emperyalist ülkelerin yüksek sübvansiyonlu mal ihraç etmelerinden doğan haksız rekabetten dolayı bu ülkelerin tarımlarını yok etmiştir. Sonuç olarak sanayi ve tarımda istihdamın yok edilmesi, sömürülen ülkelerdeki zorunlu göç sorununu daha da derinleştirmiştir.&lt;br /&gt;&lt;br /&gt;Kapitalist ülkeler tarafından yabancı yatırımların deregulasyonu (yeniden düzenlenmesi), “hafif ayaklı- serbestleşen sermayenin” yari-somurge ülkelere istedigi gibi girip çıkmasını ve azami kar toplamasını kolaylaştırmıştır.  Böylesi yabancı yatırımlar sadece ucuz emek gücünü istismar etmemiş ve yerel ekonomilerin gelişmesine de hiç bir katkısı olmamıştır.  &lt;br /&gt;&lt;br /&gt;IAMR içindeki göçmen örgütleri, göç veren ülkelerin devletlerinin politikalarıyla ilgilenerek, onların sorgusuzca  küresel neo-liberalizmi kucaklamalarını eleştirmiştir ki, çünkü bu paradigma, o ülkelerin  somürülmelerini ve sefaletini daha çok derinleştirmiştir.  Dışardan gelen havalelerden edilinen kazanc, kalkınma için degil, uzun yıllardır, sömüren ve sömürülen ülkeler arasındaki eşitsiz ekonomik  iliskilerden dolayi, birikmiş olan haksız dış borc açıklarını ödemek için kullanılmaktadır. Göçmen işçiler aynı şekilde kendi devletleri tarafında külfetli ücretler ödetilerek sömürülmektedir. Bu havale paraları rüşvetçi memur ve burokratların kasalarına aktarılmakta veya çarçur edilmektedir..&lt;br /&gt;&lt;br /&gt;Batı ülkelerindeki baş gösteren ekonomik krizden dolayı, anti-göçmen duygular ve yasalar coğalmıştır, bunlar yerel işçi ve göçmen işçiler arasında ayrımcılık-uzlaşmazlık yaratmak ve göçmen işçileri işsizliğin sebebi olarak yansıtılmakta ve hatta “yabancilar işlerinizi alıyor” gibi haksız iddalar  güçlenmektedir.  Gerçek durum ise tam tersidir. Göçmenlik işsizlik yaratmaz, aksine, yeni iş olanakları ve iş sektörleri, istihdam yaratır. Her resmi araştırmanın sonucu, göçmenleri çalıştırmak işsizliğin yükselmesine değil, işgücünün yükselmesine neden olur.&lt;br /&gt;&lt;br /&gt;Geçmiş yıllardan günümüze; göçmen işçiler sanayileşmiş ülkelerde,  gelecekleri hakkında artan bir belirsizlikle karşı karşıya kalmışlardır. Sanayileşme dünyadaki süreğen ekonomik krizden dolayı, ‘yabancılar işlerimizi alıyor’, veya göçmen işçilerin işsizligin sebebi olduğunu öne süren çabalarin tek bir hedefi vardır; yerel ve göçmen işçiler arasında antagonist bir durum yaratmak ve bölmektir. &lt;br /&gt;&lt;br /&gt;Göç alan ekonomiler, özellikle sanayileşmiş ekonomiler, göçmen emeğinden çok kazanıyorlar. Vasıflı göçmen işçiler, göç alan ekonomiye insan sermayesini sağlarken, bu ekonomiler bunun eğitim ve öğretim görevlerini yüklenmemektedir ( göç ekonomisinde olan “beyin göçü çekimi’nin” tam tersidir). Sanayileşmiş ekonomiler bazı sektörlerde emek yetmezligi yaaşandığı zaman, vasıfsız göçmenlerin akımından hem sermaye sahipleri faydalanmakta hem de emek gücünün daha vasıflı segmanlari faydalanmakta.&lt;br /&gt;&lt;br /&gt;İşçileri sömürürken, sermaye ırk, din, uyruk farkı vs gözetmez. Emek, sermaye için, işçilerin ödenmeyen emeği ve düşük maaşlarında aracılığıyla, servet çekebilecegi ve biriktirebilecegi bir maddedir.  Neo-liberal politikalardan dolayı sömürünün derinleşmesi, emegin prekarize edilmesine, sosyal sigortaların kaldırılmasına ve demokratik hakların demonte edilmesine yol acmaktadır.  Şövenist çevreler, en gericiler ve ırkcı güçler, sadece başka ulkelere karşı değil, kendi ülkelerinde de ırkcılığı kullanarak nefret yaymaktalar. &lt;br /&gt;&lt;br /&gt;Irk bazinda (Racial profiling)  ayrışma, ayrımcılığın en son şeklidir ve tüm göçmen işçileri hedefleyen “teröre karşı savaş’ sürecinde ortaya çıkmıştır.&lt;br /&gt;&lt;br /&gt;Göçmenlerin sorunları, ancak kendi öz mücadeleleri ve kendi göçmen toplumlari ile çözülebilinir.  Tüm ülkelerdeki işçilerle birlikte, ilericilerin, politik ve sendikal hareketin geniş katılımı ile sorunlar çözülebilinir ve haklar güvenlik altına alınabilinir. Kapitalist ülkerin işçileri ve göçmen işçiler sınıf kardeşidir. Aynı sömürü ve baskı kaderini paylasmaktalar.  &lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Atina’da 3.  GFMD  ve 2. IAMR&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;3.  GFMD, 1-4 Kasım 2009’da , Yunanistan başkenti Atina’da olacakır ve 2-3  Kasım’da da  Sivil Toplumu Örgütler’in toplantısı olacaktır. &lt;br /&gt;&lt;br /&gt;3. GFMD’nin ana teması şöyledir: “ HERKESİN YARARINA VE ÖZELLIKLERİ GÖÇ  VEREN ÜLKELER İÇIN GÖÇMENLIK POLİTİKALARININ  KALKINMA STRATEJİLERİYLE UYUMUNU SAGLAMAK” Bu forumu yöneten kişi Athanassios Nakos’dur, Yunanistan İşçileri Bakan Yardımcısıdır. Bu tercih Avrupa’nın kendi sınırlarını daha fazla kontrol etme isteminden ve göçmenlik meseleleri bağlamındaki  iç güvenlik politikalarındaki gericileşmeden kaynaklanmaktadır.&lt;br /&gt;&lt;br /&gt;Avrupa ve diger hegemonyacı ülkelerde yürürlüğe giren göçmenliğe yönelik politikalar, göçmenliği öyle bir şekilde YÖNLENDİRMEK istemektedir ki, göçmen emek gücünden azami kar sağlamak ve istenilmeyen yan etkileri derhal yok etmektir. Özellikle vasıflı işçileri çeklemkle bunu yapmaktalar ve dolayısıyla yaptıkları bu ‘sosyal yatırım’dan tasarruf etmektedirler. Mesleki vasıfları azgari düzeyde olan göçmen işçiler, kendi vatandaslarının yapmak istemedikleri işler için istihdam edilmeleri,  maaşları sürekli düşmesi ve yedek iş gücünü muhafaza etmek için kullanılmaktadır.&lt;br /&gt;Göçmen ve mültecilerin ilerici hareketleri ve Avrupa işçi sınıfı ile birlikte, Atina’da gerçekleşecek GFMD tüm dünyaya Avrupa Kalesi’nin büsbütün gerçekligini teşhir etmek için bir olanaktır. Sadece 2007’de Avrupa Kalesine girmek isteyen 1097 göçmen ve mülteci hayatlarını hazin bir şekilde  kaybettiler.&lt;br /&gt;&lt;br /&gt;AB’nin, göcü yönlendirmek ve 12 milyon kağıtsız göçmen ve mülteciyi sınırdışı etmeyi hedefleyen Dönüş Direktifi gibi, göç politikalarının ırkçı ve anti-göçmen muthevasını teşhir etmek için bir olanaktır. Avrupa’nın sürekli tekrar ettiği, demokratik, açık ve humanist bir toplum olma iddasına karşı gelmek için de bir olanaktır.&lt;br /&gt;&lt;br /&gt;Atina’da gerçekleşecek 2. IAMR, Avrupa ülkelerinde yaşayan milyonlarca kağıtsız göçmen ve mültecinin, düşmanlaşan bir ortamda belirsiz bir gelecekle karşı karşıya oldugu dönemde yer alacaktır.  2010 yılında yürürlüğe geçecek olan AB Dönüş Direktifi ile, tahmini olarak 12 milyon kağıtsız göçmen ve mülteci, tutuklanma, gözaltına alınma ve sınırdışı edilmekle karşı karşıya kalacaktır. Eşzamanlı olarak, AB üye ülkelerinde, göçmenlere ve onların temel haklarına karşı daha sert önlemler alınmakta ve bu durum göçmenleri sürekli güvensizlik ve belirsizlik durumunda bırakmaktadır. &lt;br /&gt;&lt;br /&gt;AB devletleri, ilk olarak göçmenleri toplu sınırdışı etmenin önünü açmaktalar, politik olarak, karalaştırmak propagandası ve ikinci olarak bu berbat görevi üstlenecek mekanizmaları hazırlamayıp güçlendirmekle meşgul. Bu trajediye ve gelişmeye, ortak ve birleşik mücadele ve örgütleme yoluyla engel olmamız gerek.&lt;br /&gt;&lt;br /&gt;2. Göçmenler ve Mülteciler Enternasyonal Kurultayı&lt;br /&gt;(International Assembly Migrants and Refugees- IAMR)&lt;br /&gt;Siyasal Ana Teması:&lt;br /&gt;&lt;br /&gt;KÜRESEL KRİZ SURECİNDE; GÖÇMENLERİN VE MÜLTECİLERİN, SÖMÜRÜ, SAVAŞ VE IRKCI YASALARA KARŞI DEMOKRATİK HAKLARINI SAVUN VE İLERLET!&lt;br /&gt;&lt;br /&gt;AVRUPA KALESİ VE AB DÖNÜŞ DİREKTİFİNE KARŞI GEL!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;2. IAMR için önümüze koyduğumuz hedefler:&lt;br /&gt;&lt;br /&gt;1)  Dünya çapında göçmen ve mültecilerin karşı karşıya oldukları acil meseleleri ve sorunları ön plana çıkarmak ve özellikle ‘1929 Büyük Bunalım’ından sonra en kötü küresel ekonomik kriz sürecinde halktan yana ilerici tutum almak.   &lt;br /&gt;2) AB’liğinin, göçmen ve mültecilere karşı uyguladığı gaddarca yasalar listesinin uzadığı bir dönemde, örnegin AB Dönüş Direktifi gibi,  sozde açık ve humanist bir toplum oldugu iddasına karşı gelmek.&lt;br /&gt;&lt;br /&gt;3) IMA’yı militan, göçmen haklarının savunucusu,  ilerici kesimlerinin göçmen ve mülteciler birliği olarak genişletmek ve güçlendirmek&lt;br /&gt;&lt;br /&gt;4) Göçmen ve mültecileri etkileyen  sorun ve meseleleri, devletler ve resmi çok uluslu kurumların karşısında sürekli savunacak geniş bir enternasyonal sözcü ağı kurmak&lt;br /&gt;&lt;br /&gt;5) Göçmen hakları ve refahi icin bir eylem/kampanya programının kabul edilmesi.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;2. IAMR 1 - 4 Kasim 2009 tarihlerinde yapılacaktır. IAMR hazırlık döneminde organize hazırlıklarızla ilgilenmek için birer  Yönlendirme Komitesi, Sekreterya ve  Ev Sahibi/Karşılama komitesi kurulacaktır.&lt;br /&gt;&lt;br /&gt;İnisiyatif Komitesi; faaliyeti en üst düzeyde organize edendir ve 2.IAMR’in genel koordinesini sağlar. It challenged the Global Forum on Migration and Development (GFMD) process and its agenda of promoting migration for development through remittances. The IAMR in Manila presented the true picture of modern slavery in labor migration and debunked the notion of development by exporting human labor.&lt;br /&gt;&lt;br /&gt;THE GLOBAL FORUM ON MIGRATION AND DEVELOPMENT (GFMD)&lt;br /&gt;&lt;br /&gt;The 3rd Global Forum on Migration and Development (GFMD) will be held in Athens, Greece on November 4-5, 2009. The first was held in Brussels in July 2007 and the second in Manila in October 2008. The GFMD is a multilateral and state-led initiative under the aegis of the United Nations (UN). It purports to facilitate dialogue among sending and receiving countries, but in reality, the rich countries dictate the agenda and main thrusts in the GFMD. They impose their own self-serving concept of development and define the modalities in “managing” the flow of cross-border migration.&lt;br /&gt;&lt;br /&gt;Two things make the GFMD in Athens particularly significant. It will take place in the midst of the worst global economic crisis since the Great Depression. It will also take place in Europe where migrant workers particularly the millions of undocumented face an uncertain future in an increasingly unfriendly environment with the imminent implementation in 2010 of the EU Return Directive.&lt;br /&gt;&lt;br /&gt;THE SECOND IAMR IN ATHENS, GREECE&lt;br /&gt;&lt;br /&gt;The Second IAMR will be held in Athens, Greece on November 1-4, 2009, in conjunction with the government-led GFMD and the Civil Society Organizations (CSO) meeting. The Second IAMR will focus on urgent migrant and refugee issues, particularly the situation and protection of the rights of undocumented migrant workers and refugees.&lt;br /&gt;&lt;br /&gt;The Second IAMR in Athens, Greece will be a four-day gathering that will include plenary discussions, workshops, street mobilizations, bazaar, cultural solidarity, networking and most especially sharing of experiences and action plans among migrants, refugees and advocates.&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;THEME OF THE SECOND IAMR&lt;br /&gt;&lt;br /&gt;Uphold and Advance the Rights of Migrants and Refugees Against Exploitation, War and Discriminatory Laws, Amidst the Global Economic Crisis! Th e IAMR  is organized on the idea of migrants to organize themselves on the progressive demands. We, migrants, refugees and advocates, from (number) of organizations in (number) countries, gathered together for the International Assembly of Migrants and Refugees (IAMR) in Manila, Oct. 28-30, 2008, declare our unity and solidarity.&lt;br /&gt;&lt;br /&gt;2.    The IAMR is the response of grassroots migrants and refugees to the Global Forum on Migration and Development (GFMD) process which professes to embrace “development” and “identify ways to strengthen the mutually beneficial relationship between migration and development”&lt;br /&gt;&lt;br /&gt;3.    The GFMD comes at a time when the number of migrants, more than half of which is women, has grown to about 205 million around the world. Tens of millions are undocumented while about 20 million are refugees. Altogether they remit US$2.26 trillion, an amount which is far more than the combined 'development assistance' given by capitalist countries to colonies and semi-colonies.&lt;br /&gt;&lt;br /&gt;4.    Cognizant of the need to advance human development* in real terms understood and felt by migrants and refugees, we strongly oppose the framework and definition adopted by the GFMD on migration and development, which specifically promotes a temporary labor migration program with the Philippine model as example.&lt;br /&gt;&lt;br /&gt;5.    As the advanced capitalist countries continue to dominate global politics and economics, so does the concept of development follow. 'Globalization' today has meant trade liberalization, the opening up of domestic industry to so-called free market forces, privatization and deregulation.&lt;br /&gt;&lt;br /&gt;6.    Supposedly designed to address global problems, these policies have caused and exacerbated poverty, hunger, death, landlessness, unemployment, economic and financial crises and conflicts in our home countries. These conditions have left us poverty-stricken, displaced and oppressed and have left us without any option but to migrate and leave our country and families in order to seek the safety and security of other lands and in order to survive.&lt;br /&gt;&lt;br /&gt;7.    We are aware that the GFMD arose in the midst of the worsening world economic crisis where the advanced capitalist countries are fighting their way out of this crisis while retaining their economic and political interests, control and power, while poverty, unemployment and underdevelopment continue to ravage the lives of peoples of their colonies and semi-colonies. &lt;br /&gt;&lt;br /&gt;8.    The GFMD is essentially an anti-poverty and financing scheme designed by the World Bank and the OECD to perpetuate the semicolonial and semifeudal character of many poor and underdeveloped countries. By designing this scheme, the WB and OECD, and other international financial institutions, want to ensure that the poor, debt-ridden countries would be able to pay their huge debts through migrant remittances, thus transforming those remittances as a “tool for development”.&lt;br /&gt;&lt;br /&gt;9.    We condemn these migrant receiving and migrant sending governments, international financial institutions and inter-governmental organizations espousing the neoliberal agenda in the GFMD. They are the culprits why our countries are poor and underdeveloped. They are the ones who have to answer to the people for the devastating effects of their neoliberal policies -- joblessness, underemployment, landlessness, inflation, deteriorating social services, etc.&lt;br /&gt;&lt;br /&gt;10.    As migrants and refugees, we bear inhuman conditions and suffer attacks on our rights and welfare in the countries where we have sought to find residence, work and refuge.&lt;br /&gt;&lt;br /&gt;11.    We are regarded as cheap labor and are virtually turned into commodities for export in exchange for foreign-exchange revenues.&lt;br /&gt;&lt;br /&gt;12.    We are lowly-paid and exploited in the host countries where we are found. We do mostly jobs described as 3D's = dirty, dangerous and demeaning.&lt;br /&gt;&lt;br /&gt;13.    We have become targets of hate crimes, as we continuously confront racism, discrimination, xenophobia, criminalization and slavery. We suffer the blame and become scapegoats for the domestic crises in our host countries, falsely accused of stealing local jobs and feeding ourselves off from welfare funds.&lt;br /&gt;&lt;br /&gt;14.    We are subjected to threats of and actual arrests, detention, deportation and physical torture. The undocumented among us and our children, are criminalized and subjected to harsh and inhumane treatment in violation of international labor and humanitarian standards.&lt;br /&gt;&lt;br /&gt;15.    The women among us experience added oppression – lower wages, stereotyped and isolated work opportunities, first to be laid off, sweat shop slavery, deskilling, sexual harassment and rape often ending in murder, and often fall victims to human trafficking for forced labor, prostitution and other forms of slavery.&lt;br /&gt;&lt;br /&gt;These debunk the GFMD vision that women migrant workers have been empowered by the diaspora.&lt;br /&gt;&lt;br /&gt;16.    As migrants and refugees we do not enjoy the full guarantee of labor, health, social and basic human rights as enshrined by international conventions. On the other hand, union rights are directly attacked and repressed.&lt;br /&gt;&lt;br /&gt;We condemn the continuing attacks on the economic, social, civil and political rights of migrants and the repression of progressive migrant organizations.&lt;br /&gt;&lt;br /&gt;We denounce the blacklisting of seafarers when they fight for their rights and the plan threatening their job security by placing them on probation for three months whereby they can be sent home after the said period. Likewise, we condemn the Flag-of-Convenience (FOCs) which remains to be a money-making venture because the flagship state, manning agencies, training centers, and the government receive tax-cuts and non-strict labor laws.&lt;br /&gt;17.    We reject the GFMD framework that migration is an “alternative to development”, because in fact neoliberal globalization has failed miserably on its promise to usher development especially in poor countries that has a vast pool of unemployed.&lt;br /&gt;&lt;br /&gt;18.    The GFMD exposes the real intent of advanced capitalist countries and their institutions to exploit the migration phenomenon, the lucrative labor export programs and migrant remittances for the purpose of salvaging or propping up the collapsing economies, especially of semi-colonies and dependent countries. The Arroyo government in the Philippines is the best example of a puppet government and migrant exporting country collaborating with imperialist countries in pushing the flawed GFMD framework of promoting remittances to supposedly advance economic development.&lt;br /&gt;&lt;br /&gt;19.    While there is some truth that remittances temporarily alleviate the financial woes of families of migrants, this perverse notion signifies greater commodification of migrants and the perpetuation of conditions for cheap labor, not to mention the destructive social costs of migration, especially on children and families. Labor sending and receiving countries expose their unstated albeit inhuman policy of qualifying migrants into those who are merely fit or unfit to work overseas.&lt;br /&gt;&lt;br /&gt;20.    Today, we assert and stand up for our rights, welfare and interests as migrants and refugees. We declare our commitment to empower ourselves and other migrant organizations and formations through our own self-organizing, education and mobilizations and actions on our issues.&lt;br /&gt;&lt;br /&gt;21.    We condemn and oppose the neo-liberal globalization scheme and the war on terror, and demand for an end to wars of aggression.&lt;br /&gt;&lt;br /&gt;22.    We vow to work for an alternative development strategy, which among others, will remove the systematic basis for forced migration and conflicts. We refuse to take part in any sell-out that would turn our future and the future of our countries and people  into more impoverishment and exacerbate underdevelopment. We refuse to be modern-day slaves. We shall actively resist the neoliberal agenda of the GFMD.&lt;br /&gt;&lt;br /&gt;23.    We call for the full implementation of all international conventions and instruments for the protection of our rights and welfare as migrants and refugees.&lt;br /&gt;&lt;br /&gt;24.    We call for an end to all forms of racism and discrimination, and vow to struggle against xenophobia, criminalization and slavery of the undocumented among us.&lt;br /&gt;&lt;br /&gt;25.    We inspire ourselves by the past and present struggles of our progressive and militant brothers and sisters migrants and refugees and grassroots-based advocates to uphold and advance our rights through various forms of struggles and organization.&lt;br /&gt;&lt;br /&gt;26.    We honor the memory of those in the diaspora who have lost their lives crossing real and imaginary borders.&lt;br /&gt;&lt;br /&gt;27.    We declare our unity and solidarity with all migrants and refugees, and all progressive and militant forces around the world in fighting exploitation and oppression.&lt;br /&gt;&lt;br /&gt;28.    As we speak in our own behalf, we ask the rest of the oppressed peoples and progressive forces around the world to join us in our exodus to build a humane, just and peaceful world, free of exploitation and oppression.&lt;br /&gt;&lt;br /&gt;No to the GFMD!&lt;br /&gt;No to forced migration!
